顾名思义，定语从句，既然是定语，它肯定要修饰一个词，在定语从句中称为先行词。同理，状语从句，既然是状语，它就要修饰动词或者是一个句子。所以判断:是where 引导的状语从句，还是定语从句，主要是看有没有表示地点的先行词

二，a climate of accident-free operations is established 【in the workplace】如果有了这个表示地点的先行词where time lost due to injuries is kept at a minimum.就可以判定为定语从句。
